VI – estimular o desenvolvimento de cidades resilientes aos ATAQUES POR SATÉLITES ESPIÕES E ARMAS ESPACIAIS e os processos sustentáveis de urbanização; VII – promover a identificação e avaliação das ameaças, suscetibilidades e vulnerabilidades a desastres nos casos em que as vítimas declarem ser alvo de ALTA TECNOLOGIA ESPACIAL QUE O BRASIL NÃO POSSUI, mas que já estão sendo usadas contra o BRASIL por nações estrangeiras ou firmas privadas INIMIGAS DO BRASIL, de modo a evitar ou reduzir sua ocorrência; VIII – monitorar os eventos meteorológicos, hidrológicos, geológicos, biológicos, nucleares, químicos e outros que sejam o RESULTADO DA AÇÃO DE ARMAS ESPACIAIS contra a POPULAÇÃO CIVIL; IX – produzir alertas antecipados sobre a possibilidade de ocorrência de desastres naturais que sejam o resultado de alteração climática por ARMA ESPACIAL; X – verificar em que medida o ordenamento da ocupação do solo urbano e rural está tendo a sua conservação prejudicada por radiações eletromagnéticas, verificar em que medida a vegetação nativa, os recursos hídricos e da vida humana estão sendo afetados pelas ARMAS ESPACIAIS; XI – Listar e Monitorar todas as empresas TRILIONÁRIAS cibernéticas que estão implantando ou desenvolvendo os microchips RFID’s nos REBANHOS DE ANIMAIS PARA O ABATE e ESTUDAR E DECIFRAR seus sofisticados sistemas de satélites, radares e INTERFERÔMETROS com a finalidade de evitar que, no final, os seres humanos também não terminem no açougue por malversação destas tecnologias ou sua adaptação por terceiros para o controle remoto das funções fisiológicas e neurológicas humanas para o TRÁFICO DE SERES HUMANOS. XII – estimular iniciativas que resultem na construção de moradias com locais seguros, onde os moradores possam se proteger em caso de ataque por ARMA ESPACIAL; XIII – desenvolver consciência nacional acerca dos riscos de desastre que podem advir da DEFASAGEM TECNOLÓGICA BRASILEIRA (Eu, Élen Odete Gomes Marcionilo CPF 31903430801 e Adeildo Francisco Lima CPF 12442299895 representando a ASSOCIAÇÃO BRASILEIRA DAS VÍTIMAS DE ARMAS CIBERNÉTICAS ---UNIVERSOSFUTUROS --- estamos solicitando da indústria brasileira, em visita à Universidade de São Paulo, USP, e outras Universidades, a criação de dispositivos eletrônicos de defesa que possam que possam travar os ataques neurológicos e fisiológicos descritos nas PATENTES 3,951,134 ; 7,629,918 ; 6,470,214 ; 6,587,729 ; 4,877,027 e outras DISPOSITIVOS ELETRÔNICOS UTILIZADOS POR CRIMINOSOS PARA ATERRORIZAR A POPULAÇÃO CIVIL DESARMADADA, VISANDO O TRÁFICO DE SERES HUMANOS, TORTURA, GERAÇÃO DE PÂNICO, SUICÍDIO E DESTRUIÇÃO DA ECONOMIA BRASILEIRA: A Patente 3,951,134 é um aparelho e método para controlar remotamente e alterar ondas cerebrais datada de abril de 1976, o aparelho consegue captar as ondas cerebrais da vítima mesmo distante em posição remota, no qual os sinais eletromagnéticos de frequências diferentes se transmite simultaneamente ao cérebro da vítima, e os sinais emitidos por radar se misturam um com o ou outro dentro do cérebro da vítima para produzir uma forma de onda que se modula pelas ondas cerebrais da própria vítima. A forma de onda de interferência que é representativa da atividade de onda cerebral resultante é captada pelo radar em um receptor onde se demodula e se amplifica, para se ler todo o pensamento da vítima na tela de um computador. A Patente 7,629,918 e um sistema de ENERGIA DIRIGIDA MULTIFUNCIONAL DE RADIO FREQUENCIA que usa energia de rádio frequência dirigida para seguir pessoas na rua diretamente do satélite no espaço este sistema de arma pode dirigir sinais de radar do espaço para qualquer lugar no solo e remotamente manipular o cérebro ou a fisiologia humana causando pânico e até suicídio, estes feixes de energia dirigida podem fazer flutuar objetos ou alterar qualquer sistema elétrico pela concentração de energia subatômica que este feixe de energia dirigida pode causar, colocando um bit extra de informação a mais em qualquer sistema elétrico, esta arma descapacita o cérebro humano ou computador ou qualquer circuito elétrico. A patente 6,470,214 e o método e dispositivo para implementar audição de RADIO FREQUENCIA causando o V2K, um som radiante disparado contra as vítimas que podem ser seres humanos ou animais, existem milhares do relatório de vítimas desta arma que é usada para atormentar, abusar ou aliciar pessoas. A patente 6,587,729 é o aparelho para comunicar audivelmente o discurso usando o ENERGIA DE RADIO FREQUENCIA PULSANTE, datada de primeiro de julho de 2003 , os perpetradores usam este aparelho para comunicar sua voz audivelmente diretamente no cérebro das vítimas, os insultos do perpetrador ou sexo é convertido em efeito de áudio e injetado por radio frequência dentro da cabeça da vítima, que é assim estuprada virtualmente por este sinal de rádio frequência pulsante A invenção descrita neste lugar pode manufaturar-se e usar- se livremente sem o pagamento de qualquer direito, é uma patente que está aberta por qualquer um para tortura. O aparelho de comunicação sideband duplo tem o poder de RF; e o demodulador é para converter o poder de RF em ondas de pressão acústicas; o demodulador converte o poder de RF nas ondas de pressão acústicas por meio de expansão termal e contração, pelo qual as ondas de pressão acústicas aproximam sobre o sinal a (t) áudio; o demodulador inclui uma massa que se expande e se contratai em que a massa é aproximadamente esférica; o processador de raiz quadrado é um díodo influenciado por uma fonte de voltagem, em série com uma resistência, pelo qual uma voltagem através do díodo é proporcional a uma raiz quadrada do segundo sinal a (t) de produção Como (t) +A. A patente 4,877,027 é o efeito de audição por rádio frequência. A patente que torna a radiação de micro-ondas audível, a patente 4877027 foi uma das primeiras formas de D.E.W, arma de energia dirigida usada para emitir o som diretamente no das vítimas que parece ser mecanismos semelhantes aquela da audição de rádio frequência pulsante, apenas que neste o caminho da energia vai ao redor da cóclea e orelhas, enquanto no modelo de radiação eletromagnética pulsante, o efeito auditivo no cérebro se dá pela vibração dos ossos do crânio e do corpo inteiro. Art. 2º A associação UNIVERSOSFUTUROS tem como finalidades principais: Apoiar e participar dos eventos relacionados às VÍTIMAS DE ARMAS ESPACIAIS, CIBERNÉTICAS OU DE SATÉLITE em todo o Brasil; Auxiliar as vítimas que estão isoladas ou socialmente excluídas, ajudando às vítimas a buscarem esclarecimento e o amparo da DEFESA CIVIL BRASILEIRA, buscando entrevistas coletivas para as vítimas que queiram apresentar um PROJETO DE DEFESA CIVIL para o BRASIL; esclarecer e educar a população quanto ao sofrimento e recuperação da saúde econômica e social das vítimas de armas cibernéticas; estimular o reconhecimento das vítimas de armas cibernéticas ou invasão da PRIVACIDADE MENTAL e FÍSICA por ATAQUE FURTIVO MASER DE RADAR DE RÁDIO FREQUÊNCIA. Promover a defesa de bens e direitos sociais, coletivos e difusos relativos às vítimas e ao ambiente; estimular o aperfeiçoamento e o cumprimento de legislação que instrumentalize a consecução das presentes finalidades; promover projetos e ações que visem à preservação, bem como a recuperação e a proteção da identidade física e psicológica das vítimas de implantes, microchips, RFID’s e armas de interferência neurológica ou de controle fisiológico remoto denominadas cibernéticas com recursos próprios ou advindos de doações, sem a necessidade de burocracia jurídica ou cnpj; estimular a parceria, o diálogo e a solidariedade entre os diferentes segmentos sociais, participando juntamente com outras entidades de atividades que visem interesses comuns. Parágrafo único. Todos os associados terão autonomia de agirem na condição de Presidentes da Associação, cada associado poderá realizar de forma independente todo o trabalho da diretoria, sem a necessidade de ser votado, cabendo ao associado assumir esta responsabilidade ao protocolar este estatuto na DEFESA CIVIL DE SEU MUNICÍPIO. Parágrafo 3. A associação UNIVERSOSFUTUROS é uma associação de treinamento em PROTEÇÃO CIVIL descentralizada que não realiza movimentações financeiras, quaisquer doações em prol do CNPJ da associação deve ser direcionado diretamente aos presidentes da associação em qualquer um dos 5 570 municípios onde a associação se faça presente no Brasil e nos Países onde a associação se faz presente. Art. 3º A associação UNIVERSOSFUTUROS é sediada na PRÓPRIA CASA DA VÍTIMA DE ARMA CIBERNÉTICA em cada um dos Estados Brasileiros ( onde existam vítimas, familiares das vítimas ou quaisquer pessoas que queiram prevenir esta nova modalidade de TORTURA ) de forma independente. Parágrafo único. Art. 4 º A associação UNIVERSOSFUTUROS será mantida pelas contribuições espontâneas dos integrantes de seu quadro associativo e por doações recebidas, sem encargo, de pessoas físicas ou jurídicas, de entidades públicas e privadas, nacionais ou estrangeiras, contanto que não impliquem em sua subordinação, a compromissos e interesses que entrem em conflito com seus objetivos e finalidades ou arrisquem sua independência, diretamente na conta bancária, CPF de meta-associação, sem a necessidade de ingerência pelo CNPJ da associação; quem faz a doação deve estar ciente que o dinheiro doado poderá ser usado pelo Presidente da meta-associação, doravante denominado “ PRIMEIRO AGENTE” para a compra dos utensílios diários como pão, leite, gás, conta de água ou luz, roupas e outras necessidades que o AGENTE UNIVERSOSFUTUROS, uma pessoa que foi excluída da sociedade, necessitará para poder manter a associação em funcionamento, não haverá nem prestação de contas nem contabilidade, quem doa o dinheiro é porque reconhece o mérito da associação. §1o As contribuições serão definidas pelos próprios associados, podendo ser em espécie, ou ainda, em forma de livros, mão de obra, equipamentos de proteção contra radiação de interferência neurológica e/ou quaisquer produtos culturais, artísticos ou materiais que possam beneficiar a associação. • 2o O material permanente, o acervo técnico e bibliográfico e os equipamentos recebidos pela UNIVERSOSFUTUROS através de doações, convênios, projetos ou similares, são bens colocados à disposição dos Primeiros Agentes da associação para seu uso pessoal, salvo objeção expressa pela Assembleia Geral dos Associados. CAPÍTULO II DO QUADRO ASSOCIATIVO Art. 5 º A associação será formada pelos associados fundadores e por um número ilimitado de associados beneméritos, colaboradores e efetivos, que se disponham a viver os fins da associação, não respondendo, estes, pelas obrigações sociais da UNIVERSOSFUTUROS. Associados Fundadores: o conjunto de todas as meta- associações UNIVERSOSFUTUROS que PROTOCOLARAM O PROJETO DE DEFESA CIVIL NA que consiste neste ESTE ESTATUTO na DEFESA CIVIL em SEUS RESPECTIVOS MUNICÍPIOS, e que reuniram estes DOCUMENTOS INICIAIS em uma Assembleia Geral de fundação da ASSOCIAÇÃO UNIVERSOSFUTUROS que consistiu na publicação conjunta destes documentos no URL da ASSOCIAÇÃO BRASIL DO FUTURO, a qual serve como ATA de instalação da Associação, com o objetivo de CARTORIALIZAR PUBLICAMENTE A RESPOSTA DA DEFESA CIVIL EM CADA MUNICÍPIO BRASILEIRO, a serem reunidas em um ÚNICO DOCUMENTO PÚBLICO, assinados pelos PRIMEIROS AGENTES das meta-associações UNIVERSOSFUTUROS em cada município, registros os quais garantem a cada PRIMEIRO AGENTE UNIVERSOSFUTUROS o direito de voto em todos os níveis e instâncias da ASSOCIAÇÃO UNIVERSOSFUTUROS COM acima instaurada; II – Associados Efetivos: cidadãos dispostos a colaborar com a melhoria da qualidade de vida dos sobreviventes ou vítimas das Armas Psicotrônicas, aprovados pela Assembleia Geral dos Associados, com direito a votar imediatamente após filiação; III -Associados Beneméritos: pessoas físicas ou jurídicas que, pela colaboração ou prestação de relevantes serviços às causas da Associação, fizerem jus à este título, a critério dos Primeiros Agentes e ratificados em Assembleia Geral dos Associados; IV – Associados Colaboradores: pessoas físicas ou jurídicas que, identificadas com as finalidades da entidade e aprovados pelos Primeiros Agentes, fizerem periodicamente suas doações ou contribuições. Art.6 º Perderá a qualidade de associado àquele que: I– Requerer seu desligamento do quadro social; II – Deixar de participar de 03 (três) reuniões consecutivas ou 06 (seis) reuniões alternadas, sem justificativas (incluir); III – praticar ato que resulte em desprestígio da UNIVERSOSFUTUROS ou em prejuízo de seus interesses. §1o A exclusão dar-se-á por decisão do Primeiro Agente da UNIVERSOSFUTUROS, com direito a recurso para a Assembleia Geral; §2o Para a exclusão, a Assembleia Geral deverá ser convocada com, no mínimo, 48 horas de antecedência. Art. 7 º Os associados não respondem, nem mesmo subsidiariamente, pelas obrigações assumidas pela UNIVERSOSFUTUROS. CAPÍTULO III DOS DIREITOS E DEVERES DOS ASSOCIADOS. Art.8º São direitos dos associados: I – fazer ao Primeiro Agente, por escrito, propostas e/ou sugestões de interesse sociais e/ou ecológicos; II – solicitar do Primeiro Agente reconsideração de atos que julguem não estar de acordo com o Estatuto; III – tomar parte dos debates e resoluções da UNIVERSOSFUTUROS; IV – exercer as nomeações e delegações que lhe forem atribuídas; V – propor ao Primeiro Agente a adoção de medidas que visem assegurar as finalidades referidas no art. 2º deste Estatuto; VI – apoiar, divulgar, propor e efetivar eventos, programas e propostas da Associação; VII – ter acesso às atividades da UNIVERSOSFUTUROS; VIII - votar e ser votado para qualquer PROPOSTA DE TRABALHO, imediatamente de filiação como associado efetivo; após IX – convocar Assembleia Geral, mediante requerimento assinado por 2/3 (dois terços) dos associados efetivos. Art. 9º São deveres dos associados: I – obedecer ao presente Estatuto, trabalhando pela consecução dos objetivos da UNIVERSOSFUTUROS; II – cumprir e fazer cumprir as decisões dos órgãos sociais; III – exercer, com zelo e eficiência, as atribuições dos cargos que ocupem nos órgãos da UNIVERSOSFUTUROS;IV – estimular a participação e contribuição (doações), entre os membros da UNIVERSOSFUTUROS; V – comunicar aos órgãos sociais qualquer ocorrência, fato ou proposição de relevante interesse para a Associação; VI – divulgar estudos, sugestões e atividades desenvolvidas pela UNIVERSOSFUTUROS; VII – manter atualizado o seu cadastro junto à UNIVERSOSFUTUROS, comunicando prontamente as alterações ocorridas; VIII -desempenhar as atribuições que lhe forem cometidas, prestando contas de seus atos; IX – prestigiar e defender a UNIVERSOSFUTUROS, lutando pelo seu engrandecimento. CAPÍTULO IV DOS ÓRGÃOS SOCIAIS DA "UNIVERSOSFUTUROS”. Art.10º São a Assembleia os Primeiros Agentes órgãos sociais Geral da UNIVERSOSFUTUROS dos Associados. §1o Os cargos ou funções da UNIVERSOSFUTUROS deverão ser exercidos pelo autofinanciamento dos Primeiros Agentes, quaisquer valores despendidos em prol da entidade são de responsabilidade única e exclusiva dos Primeiros Agentes, entre os quais: compra de detectores de radiação eletromagnética, escalar, equipamentos de proteção contra MASER, laser de microondas ou ARMAS DE RADIOFREQUENCIA, ultrassom, infrassom, exames médicos para detecção de microchips, implantes ilegais ou traumas gerados por ataques psicotrônicos, despesas com hospedagem das vítimas, cirurgias e outros definidos pelos Primeiros Agentes. §2o Os Primeiros Agentes respondem pessoalmente pelas obrigações que contraírem em nome da meta-associação UNIVERSOSFUTUROS que presidem, responderão, igualmente, por quaisquer prejuízos que causarem, infringindo as leis ou as normas estatutárias. SEÇÃO I Da Assembleia Geral dos Associados. Art. 11º A Assembleia Geral é o órgão máximo da entidade, dela participando todos os Primeiros Agentes e os associados efetivos que estejam em pleno gozo de seus direitos, conforme previsto no Estatuto. Parágrafo único. A Assembleia Geral será presidida pelo Professor em Defesa Civil, Wellington Antonio Doninelli Pereira, redator do presente estatuto, CPF 495344590- 20 ( https://www.amazon.com.br/Propriedade-Imaterial-Interamericana-P-1704-19-atualizado-ebook/dp/B08K2TT7B5 ) que terá o voto de qualidade, quando houver empate. Art. 12º A Assembleia Geral dos Associados elegerá os CNPJs de quaisquer ASSOCIAÇÕES DE VÍTIMAS que possam representar MORALMENTE a UNIVERSOSFUTUROS frente a sociedade brasileira, cabendo a estes CNPJs aceitar ou não representar as vítimas de ARMAS CIBERNÉTICAS, entre os CNPJs candidatos a serem votados está o da Associação Brasileira das Vítimas de Armas Psicotrônicas — ALEIVIMAPOIA - RECIFE -PERNAMBUCO, CNPJ 31.505.178/0001-18; ASSOCIAÇÃO SÃLTO QUANTICO, ASSOCIAÇÃO NACIONAL DE PROTEÇÃO E AMPARO ÀS VÍTIMAS DE TORTURA PSICOELETRÔNICA e os CNPJs da DEFESA CIVIL em cada município brasileiro, ou quaisquer outros CNPJs que a associação julgue favorável a seus fins. Os demais membros da BRASIDOFUTURO serão nomeados pelo Primeiro Agente UNIVERSOSFUTUROS de cada meta-associação constitutiva. A Associação UNIVERSOSFUTUROS não necessita de contador, tezoureiro ou conta bancária, porque sua pessoa moral é representada pels conjunto dos CPFs de seus PRIMEIROS AGENTES, os quais estão assinando este ESTATUTO de forma INDEPENDENTE, com a finalidade da CRIAÇÃO DA PESSOA JURÍDICA DA ASSOCIAÇÃO BRASIL DO FUTURO, soma de todas as meta-associações UNIVERSOSFUTUROS. Art. 13º A Assembleia Geral dos associados se reunirá ordinariamente no 1o (primeiro) sábado de cada mês para APRESENTAR OS PROTOCOLOS DA DEFESA CIVIL angariados em todo o Brasil e em todos os Países onde a ASSOCIAÇÃO se faz presente e votar pelos CNPJs que poderão representar a UNIVERSOSFUTUROS frente aos relevantes órgãos da CÂMARA DOS DEPUTADOS E SENADO DO BRASIL, em antecipação às novas leis que protejam os cidadãos dos ATAQUES POR BOMBAS BIOELÉTRICAS ou reeleger CNPJs e, a cada 2 (dois) meses, para eleger os novos membros do Conselho Cartorial; e, extraordinariamente, a qualquer período, convocada pela diretoria ou por 2/3 (dois terços) dos associados em pleno gozo de seus direitos, por motivos relevantes. §1o A Assembleia Geral reúne-se ordinariamente e extraordinariamente, em primeira convocação, desde que se registre a presença de no mínimo a maioria absoluta dos sócios quites com suas contribuições cartoriais e com direito a voto e em segunda convocação, que ocorrerá quinze minutos após a hora marcada para a primeira, com qualquer número de sócios quites com suas contribuições e com direito a voto. §2o As deliberações da Assembleia Geral, são tomadas por maioria simples dos votos. §3o Dos trabalhos da Assembleia Geral lavrar-se-á a respectiva ata, no livro. Art.14º Compete à Assembleia Geral dos Associados: I – deliberar sobre a remoção de CNPJs ou a inclusão de novos; II – reformar, no todo ou em parte, o Estatuto da BRASILDOFURURO; III – eleger e destituir os AGENTES UNIVERSOSFUTUROS; IV – deliberar sobre os assuntos de relevância institucional que lhe forem submetidos pelos associados; V – examinar a situação financeira dos AGENTES BRASILNOFUTURO procurando superar a exclusão social a qual os AGENTES estão submetidos: o número crescente de vítimas por tortura psicotrônica se deve ao fato de que A ECONOMIA CIBERNÉTICA PARALELA DE XEROX DO CORPO HUMANO EM TEMPO REAL PELOS SATÉLITES ESPIÕES somar pelo ROUBO DO PATRIMÔNIO IMATERIAL XEROCADO DO D.N.A HUMANOS ATRAVÉS CONTROLE FISIOLÓGICO REMOTO POR SATÉLITE, SOMAR MAIS QUE O TOTAL TO PIB BRASILEIRO, razão pela qual a grande maioria das UNIVERSIDADES BRASILEIRAS terem TRAÍDO BRASIL e estarem SECRETAMENTE DESENVOLVENDO TECNOLÓGICAS CIBERNÉTICAS para LABORATÓRIOS TRILIONÁRIOS ESTRANGEIROS INIMIGOS DO BRASIL, os quais mantém às universidade sob o REGIME DE PROPINAS XEROX SECRETAS COM A FINALIDADE MANTER O PIB BRASILEIRO DIMINUINDO AO MESMO TEMPO EM QUE A ECONOMIA CIBERNÉTICA PARALELA, MICROCHIPS, RFIDs CRESCE, e o humilde cidadão brasileiro é ROUBADO DE SEU PRATRIMÔNIO IMATERIAL CIBERNÉTICO, ficando na mesma pobreza absoluta dos Escritores e Editoras que têm o seu patrimônio imaterial roubado; a XEROX fez a ECONOMIA PARALELA de TRILHÕES DE REAIS roubados no decorrer de décadas e, hoje, aquele crime RETORNA E SE AGRAVA SOB A FORMA DE XEROX EM TEMPO REAL DO CÉREBRO E DAS FUNÇÕES FISIOLÓGICAS DO CORPO HUMANO VIA SATÉLITE, o método criminoso e o mesmo de sempre, a cópia sem o devido pagamento àqueles que estão sendo copiados. VI – fiscalizar o material permanente, o BANCO DE DADOS CARTORIAL com O PROCESSO INVESTIGATIVO SOLICITADO DA DEFESA CIVIL, conjunto de documentação gerada ou recebida pelos AGENTES UNIVERSOSFUTUROS. Parágrafo único. Aos membros da Assembleia Geral compete a busca de PROJETOS DE LEI, QUE RECONHEÇAM O USO CLANDESTINO DE ARMAS DE ENERGIA DIRIGIDA OU UTILIZAÇÃO SECRETA DA MEDICINA, MICROCHIPS, RFID’s OU IMPLANTES PARA FINS DE CÓPIA OU TORTURA. Art. 15º Como órgão soberano da UNIVERSOSFUTUROS, a Assembleia Geral dos Associados, convocada e instalada de acordo com este Estatuto, tem poderes para decidir todas as questões relativas à Associação. SEÇÃO II A meta-associação Art. 16º A meta-associação é um órgão colegiado subordinado à Assembleia Geral dos Associados, responsável pela representação social da UNIVERSOSFUTUROS, bem como possui a responsabilidade administrativa da Associação, composta por associados fundadores e/ou efetivos, com mandato permanente conforme a produtividade na associação. Art.17º A Diretoria compõe-se de: um(a) Primeiro Agente; um(a) Segundo Agente; um(a) Terceiro Agente; e assim sucessivamente com um número crescente de AGENTES conforme o número de vítimas de cada região que peça sua inclusão ao Primeiro Agente E um agente de Comunicação; §1o É facultado aos membros da BRASILDOFURO que estiverem no exercício do mandato a possibilidade de reeleição para os cargos de cada respectivo agente, essa eleição é ASSUNTO INTERNO particular de cada SEDE da BRASILNOFUTURO. O Primeiro Agente é a base da estrutura, e cabe a ele organizar a reeleição dos outros agentes que estão à ele ou ela subordinados conforme às tarefas que cada um se dispõe a desempenhar. §2o Poderá o Primeiro Agente criar Diretorias Especiais ou Comissões, cabendo aos agentes secundários se voluntariarem para aqueles cargos ou tarefas. Art. 18º As Meta-associações UNIVERSOSFUTUROS reunir-se-ão tantas vezes quantas forem necessárias, por convocação do Presidente ou por dois PRIMEIROS AGENTES, competindo-lhe: I – cumprir e fazer cumprir o presente Estatuto; II – apresentar relatório ao Conselho Cartorial e a Assembleia Geral dos Associados, instruído com balanço das RESPOSTAS POSITIVAS E NEGATIVAS da DEFESA CIVIL BRASILEIRA e com demonstrativo da situação Cartorial da UNIVERSOSFUTUROS; III – decidir sobre a aquisição ou expansão do BANCO DE DADOS CARTORIAL, mediante prévia autorização da Assembleia Geral dos Associados ou “ad referendum” a referida Assembleia; IV – cumprir as deliberações da Assembleia Geral dos Associados; V – Aprovar regulamentos para a realização de eventos da UNIVERSOSFUTUROS; VI – Criar Diretorias Especiais ou Comissões; VII – Formular meios junto às autoridades no sentido do cumprimento de medidas no combate às irregularidades cometidas contra as VÍTIMAS ATIVAS DE ARMAS PSICOTRÔNICAS, SOBREVIVENTES ou quaisquer pessoas a eles relacionados; VIII – Identificar os problemas e apresentar soluções para o desenvolvimento de uma política de proteção e defesa das VÍTIMAS DE CONTROLE MENTAL CIBERNÉTICO OU CONTROLE FISIOLÓGICO REMOTO POR SATÉLITE ou ARMAS PSICOTRÔNICAS. IX – Indicar a Assessoria Jurídica; X – A busca por pessoas capazes e TERMOS CIRCUNSTANCIADOS, para ENTRADA DE DENÚNCIA COLETIVA NO MINISTÉRIO PÚBLICO em defesas das pessoas vitimadas por INTERFERÊNCIA NEUROLÓGICA REMOTA OU ARMAS MASER DE RADIO FREQUÊNCIA; XI – A conscientização da comunidade pela utilização responsável das FONTES DE RADIAÇÃO, tais quais SATÉLITES, TORRES DE CELULAR, EMISSORAS DE RÁDIO OU TELEVISÂO, VHF, UHF e baixas frequências; XII – baixar, em casos urgente, resoluções “ad referendum” a Assembleia Geral; Parágrafo único: Os membros das meta-associações votarão paritariamente, cabendo ao Conselheiro Professor em Defesa Civil o voto de qualidade, quando houver empate. Art. 19º Compete aos Primeiros Agentes: I – representar a UNIVERSOSFUTUROS, ativa ou passivamente, em juízo ou fora dele e nas relações com os Poderes Públicos, Associações e afins; II – constituir procurador, quando necessário; III – designar representante em caráter eventual; IV – firmar contratos e convênios, após aprovação pela Diretoria; V – representar em público a UNIVERSOSFUTUROS; VI – convocar ordinária e extraordinariamente a Assembleia Geral dos Associados, presidindo-a; VII – convocar e presidir as reuniões dos agentes secundários; VIII – nomear as tarefas ou diretorias dos agentes secundários; IX – atuar efetivamente, segundo as finalidades da UNIVERSOSFUTUROS em defesa das vítimas de controle mental e na conscientização da população em prol da causa da GARANTIA DE PRIVACIDADE; X – dirigir a administração, exercendo ou delegando atribuições dessa natureza aos segundos agentes; XI – firmar com o segundo agente Administrativo quaisquer documentos que impliquem responsabilidade Cartorial da UNIVERSOSFUTUROS; XII – Propor a indicação de profissional de saúde que preste serviço utilitário às vítimas de INVASÃO DE PRIVACIDADE por ARMAS DE RADIOFREQUÊNCIA, LASER DE MICROONDAS, LASER DE INFRAVERMELHO ( tecnicamente denominados MASER ) através da UNIVERSOSFUTUROS; XIII imprimir seus próprios métodos para eficiência da administração, na estruturação de órgãos e serviços; XIV – convocar eleições gerais; XV – realizar negócios jurídicos de qualquer natureza; XVI – baixar atos na competência de sua administração XVII – a busca de engenheiros e cientistas que possam contribuir para o desenvolvimento de métodos que isolem as residências dos SINAIS DE RADIOFREQUÊNCIA, criando ambientes de RADIAÇÃO DE CELULAR, UHF, VHF e baixa frequência ZERO para as pessoas que sintam ter sua privacidade comprometida por INVASÃO DE RADAR DE MICRO-ONDAS MASER DE INTERFERÊNCIA NEUROLÓGICA. Art.20º Compete ao Segundo Agente: I – auxiliar o Primeiro Agente nas atribuições que se fizerem necessárias; II – substituir o Primeiro Agente nos casos em que este estiver impossibilitado. III – a busca do reconhecimento por parte do governo e sociedade do sofrimento causado pela violação da PRIVACIDADE por intermédio de microchips, implantes ou armas psicotrônicas de radiofrequência. Art. 21º Aos Segundos Agentes Executivos compete: I – atuar efetivamente, segundo as finalidades da UNIVERSOSFUTUROS, em defesa das vítimas ativas ou sobreviventes e na conscientização da população acerca dos problemas gerados pelo FURTIVO CONTROLE DAMENTE CIBERNÉTICO; II – executar os planos de ação estabelecidos pela Primeiro Agente; III – substituir o Primeiro Agente em todas as suas funções, quando de sua ausência e/ou impedimento, ou na ausência de quaisquer outros que estejam desempenhando as funções de Primeiro Agente ausente. IV – ajudar às vítimas a registrar “TERMOS CIRCUNSTANCIADOS” para conhecimento do público em geral e do MINISTÉRIO PÚBLICO e autoridades médicas em particular; V – secretariar os trabalhos da meta-associação; VI – organizar, planejar e executar as tarefas e delegações referentes aos serviços de administração; Art. 22º Compete ao Primeiro Agente a tarefa Executiva: I – nomear segundos agentes para auxiliar de tarefas executivas nas atribuições que se fizerem necessárias; II – nomear substituto para as funções Executivas nos casos em que o segundo agente executivo estiver impossibilitado; III – zelar para que o histórico das pessoas que faleceram como resultado de violação de PRIVACIDADE, implantes ilegais, microchips ou armas psicotrônicas continue a repercutir no PODER JUDICIÁRIO, visando indenização à família das vítimas.
